Certificate of Employment Intermediaries (CEI)

Overview

With the implementation of the revised Employment Agency Regulatory Framework, key appointment holders and staff of employment agencies are required to attend and pass the Certificate of Employment Intermediaries (CEI) test.

This requirement seeks to raise industry standards of employment agencies in Singapore by encouraging understanding and compliance of various legislations, licensing conditions and good practices through CEI.

Mode of Examination

Updates - As part of the Ministry of Manpower (MOM) and LHUB’s joint efforts to improve the administration of the CEI examinations, we are pleased to inform you that with effect from 1st September 2011, all CEI examinations will be conducted using a computer-based format (instead of previous paper-based format).

 CEI examination without Employment of Foreign Manpower Act (EFMA)

This examination is catered for employment agencies that are only placing local workforce. Employment of Foreign Manpower Act and Immigration Act will not be covered in this examination.

Existing key appointment holders have to obtain CEI (KAH) within one year while other staff members have to obtain CEI (Basic) within the next three years.

As for new key appointment holders and EA staff, they have to obtain CEI (KAH) and CEI (EA Personnel) respectively before they can register with Ministry of Manpower.

Candidates are strongly encouraged to complete the relevant training courses before attempting any of the CEI exams.

If candidates prefer, they can choose to take ANY of the CEI exams (only ONCE) without attending the course. However, should they fail the exam, they are REQUIRED to complete the relevant course before taking the re-test. Candidates MUST produce their course certificate of completion during registration for the re-test.

On the other hand, If candidates have already attended the relevant CEI course but failed the exam, they may take the re-test without having to re-attend the CEI course. There is no limit to the number of re-test attempts.

* Closing date for the examination registration is one day before the examination at 2pm. Any reservation or registration made after 2pm will be rejected accordingly.

CEI Exam System Maintenance

There will be no CEI examinations conducted from 7th to 16th April 2014 due to a system maintenace. We apologize for any inconvenience cause.

*Candidates are responsible for the correct spelling of their name(s) as reflected in their NRIC/FIN during registration.
#Administrative charges applies for any request(s) for change of name(s) (re-prints) on certificates after registration. Collection of amended certificates are subjected to availability.

All candidates please be ON TIME, there will be an exam briefing before the commencement of the exam.

  • Payment MUST be made at any of our customer service counters as repeat candidates are required to show proof of having completed the relevant CEI course before they are allowed to re-sit any exam.
  • Exam registration(s) are only confirmed upon completion of payment at our counters
  • Candidates may choose to nominate a proxy to register/pay on their behalf at our counters with a valid signed authorisation letter and a copy (front and back) of the candidates' NRIC.
  • Kindly note the CEI exam policies and administrative procedures (Administrative Procedures)
  • All candidates are deemed to have accepted and agreed to abide by the CEI exam policies and procedures once registrations/payments are confirmed.
